📌 To assess the role of local governments in strengthening democracy at the grassroots level, as well as the efficacy of devolution, the Ministry of Panchayati Raj released a report in February 2025 titled "Status of Devolution to Panchayats in States—An Indicative Evidence-Based Ranking, 2024."
📌 This report presents a Devolution Index, which assigns an overall score and rank to all States and Union Territories covered under Part IX of the Constitution, based on six identified dimensions: Framework, Functions, Finance, Functionaries, Capacity Building, and Accountability.

📌 जमीनी स्तर पर लोकतंत्र को सुदृढ़ बनाने में स्थानीय सरकारों की भूमिका और अंतरण की प्रभावकारिता का आकलन करने के लिए, पंचायती राज मंत्रालय ने फरवरी, 2025 में "राज्यों में पंचायतों को अंतरण की स्थिति—एक सांकेतिक साक्ष्य-आधारित रैंकिंग, 2024" नामक शीर्षक से रिपोर्ट जारी की है। 
📌 यह रिपोर्ट अंतरण सूचकांक को प्रस्तुत करती है, जो संविधान के भाग-9 के अंतर्गत आने वाले सभी राज्यों/ संघ राज्यों क्षेत्रों को चिन्हित किए गए छः आयामों, अर्थात् रूपरेखा, कार्य, वित्त, पदाधिकारी, क्षमता में वृद्धि और जवाबदेही के आधार पर उनको समग्र स्कोर और रैंक प्रदान करती है।

The Concept of Devolution (The 3Fs)
The efficacy of a Panchayat depends on the transfer of three critical elements from the State:
Functions: The actual work/tasks (29 subjects like agriculture, health, etc.).
Funds: The financial resources and taxing power.
Functionaries: The staff and administrative control.
Current Status: Performance varies significantly across India because devolution is dependent on the "will" of the respective State Legislatures.
Devolution Index Report (February 2025)
The Ministry released the report "Status of Devolution to Panchayats in States—An Indicative Evidence-Based Ranking, 2024" to measure the health of grassroots democracy.
The Six Dimensions of Ranking:
Framework: The existence of supporting laws and rules.
Functions: How many of the 29 subjects are actually handled by Panchayats.
Finance: The state of own-source revenue and fund flow.
Functionaries: Adequacy of manpower at the village level.
Capacity Building: Training provided to elected representatives.
Accountability: Use of Social Audits and transparent accounting.

किसी पंचायत की प्रभावशीलता राज्य से तीन महत्वपूर्ण तत्वों के हस्तांतरण पर निर्भर करती है:
कार्य (Functions): वास्तविक काम/कार्य (कृषि, स्वास्थ्य आदि जैसे 29 विषय)।
निधि (Funds): वित्तीय संसाधन और कर लगाने की शक्ति।
पदाधिकारी (Functionaries): कर्मचारी और प्रशासनिक नियंत्रण।
वर्तमान स्थिति: पूरे भारत में प्रदर्शन में काफी भिन्नता है, क्योंकि शक्तियों का हस्तांतरण संबंधित राज्य विधानमंडलों की "इच्छा" पर निर्भर करता है।

मंत्रालय ने जमीनी स्तर के लोकतंत्र की स्थिति को मापने के लिए "राज्यों में पंचायतों को शक्तियों के हस्तांतरण की स्थिति—एक सांकेतिक साक्ष्य-आधारित रैंकिंग, 2024" नामक रिपोर्ट जारी की।
रैंकिंग के छह आयाम:
ढाँचा (Framework): सहायक कानूनों और नियमों की मौजूदगी।
कार्य (Functions): 29 विषयों में से कितने विषय वास्तव में पंचायतों द्वारा संभाले जाते हैं।
वित्त (Finance): अपने स्रोतों से राजस्व और निधियों के प्रवाह की स्थिति।
पदाधिकारी (Functionaries): गाँव स्तर पर मानव संसाधन की पर्याप्तता।
क्षमता निर्माण (Capacity Building): चुने हुए प्रतिनिधियों को दिया जाने वाला प्रशिक्षण।
