ई-पंचायत मिशन मोड परियोजना / e-Panchayat Mission Mode Project

इस परियोजना का लक्ष्य पंचायतों के आंतरिक कार्यप्रवाह और प्रमुख कार्यों को स्वचालित करना तथा उनके कामकाज को अधिक नागरिक-केंद्रित बनाना है। डिजिटल इंडिया कार्यक्रम के अंतर्गत पंचायती राज मंत्रालय इसे सभी राज्यों और केंद्र शासित प्रदेशों में लागू कर रहा है।
इस पहल के प्रमुख ऑनलाइन अनुप्रयोगों में से एक ई-ग्रामस्वराज है, जो ग्राम पंचायतों में कार्यों की योजना, बजट, लेखा और निगरानी के लिए उपयोग किया जाता है। सार्वजनिक वित्तीय प्रबंधन प्रणाली (पीएफएमएस) के साथ इसके एकीकरण से विक्रेताओं व सेवा प्रदाताओं को वास्तविक समय पर डिजिटल भुगतान संभव हो सका है, जिससे वित्तीय पारदर्शिता और दक्षता में वृद्धि हुई है।
इसके अतिरिक्त कई अन्य डिजिटल प्लेटफ़ॉर्म भी विकसित किए गए हैं जैसे मेरी पंचायत, जो ग्राम पंचायत स्तर पर योजना और प्रगति संबंधी डैशबोर्ड प्रदान करती है, पंचायत निर्णय जो ग्राम सभा की कार्यवाही के संचालन और रिकॉर्डिंग की सुविधा देता है, और ऑडिटऑनलाइन जो पंचायत खातों की ऑनलाइन ऑडिटिंग उपलब्ध कराता है।
मंत्रालय उभरती प्रौद्योगिकियों का उपयोग करते हुए तथा परामर्श आधारित दृष्टिकोण अपनाकर परियोजना की प्रभावशीलता बढ़ाने के लिए निरंतर प्रयास कर रहा है। सुधार हेतु प्रतिक्रिया क्षेत्रीय कार्यशालाओं, परामर्श बैठकों और हितधारक संवाद के माध्यम से नियमित रूप से एकत्र की जाती है। शिमला, हैदराबाद और गुवाहाटी में क्षेत्रीय कार्यशालाएँ और नई दिल्ली में मंथन नाम से उद्योग परामर्श कार्यक्रम आयोजित किए गए। महाराष्ट्र और लखनऊ में भी विशेष संवाद आयोजित किए गए।
साथ ही पंचायतों में डिजिटल क्षमता निर्माण को बढ़ाने के लिए संशोधित राष्ट्रीय ग्राम स्वराज अभियान (आरजीएसए) को वित्तीय वर्ष 2022-23 से लागू किया गया, जिसके माध्यम से पंचायत प्रतिनिधियों और पदाधिकारियों के लिए क्षमता निर्माण और प्रशिक्षण कार्यक्रमों को वित्तपोषित किया जाता है।
आरजीएसए के अंतर्गत ई-गवर्नेंस पहलों का मूल्यांकन ग्रामीण प्रबंधन संस्थान, आनंद (आईआरएमए) द्वारा किया गया, जिसके अनुसार योजनाओं, लेखा और ऑडिट प्रक्रियाओं में डिजिटल प्लेटफॉर्म का बेहतर उपयोग हो रहा है, जिससे पारदर्शिता, वित्तीय प्रबंधन और सेवा वितरण में सुधार हुआ है।
लोकसभा में लिखित उत्तर के रूप में केंद्रीय मंत्री श्री राजीव रंजन सिंह ने यह जानकारी प्रदान की।

The project focuses on automating internal workflows and core functions of panchayats to make their operations more citizen-centric. Under the Digital India initiative, the Ministry of Panchayati Raj is implementing this project across all States and Union Territories.
One of the key applications under this mission is e-GramSwaraj, an online platform used by Gram Panchayats for planning, budgeting, accounting, and monitoring works. The integration of e-GramSwaraj with the Public Financial Management System (PFMS) has enabled real-time digital payments to vendors and service providers, improving financial transparency and efficiency.
Additionally, several other applications have been developed to support panchayat functioning and improve public access to data. The Meri Panchayat dashboard provides information on planning, activities, and progress at the Gram Panchayat level. The Panchayat NIRNAY system facilitates conducting and recording Gram Sabha proceedings. AuditOnline supports online auditing of panchayat accounts, including funds received through Central Finance Commission grants.
To enhance the impact of the Mission, the Ministry is adopting a consultative and feedback-driven approach and leveraging emerging technologies. User feedback is regularly collected through regional workshops, consultations, and stakeholder meetings to identify improvement areas and prioritize future development. Workshops have been organized in Shimla, Hyderabad, and Guwahati, and an industry consultation named Manthan was held in New Delhi. Focused stakeholder interactions were also conducted in Maharashtra and Lucknow, along with multiple online consultations.
The government has also launched initiatives to strengthen digital capacity building among PRIs. The revised Centrally Sponsored Scheme Rashtriya Gram Swaraj Abhiyan (RGSA) has been implemented since FY 2022-23 to support capacity building and training programs for elected representatives and officials of PRIs.
An evaluation of the e-governance initiatives under RGSA conducted through the Institute of Rural Management Anand (IRMA) indicates improved adoption of digital platforms in planning, accounting, and auditing processes, leading to transparency, better financial management, and improved service delivery.
