सरकारी कदम
विकास सह उत्पादन साझेदार और उत्पादन एजेंसी मॉडल के माध्यम से डीआरडीओ ने सार्वजनिक और निजी उद्योगों को प्रतिस्पर्धी प्रक्रिया द्वारा शामिल किया है तथा उत्पादन आवश्यकताओं की पूर्ति हेतु विनिर्माण प्रौद्योगिकी का हस्तांतरण किया है।
उद्योगों को प्रौद्योगिकी हस्तांतरण
डीआरडीओ ने लगभग दो हजार उद्योगों का उत्पादन नेटवर्क बनाया है। डीआरडीओ प्रौद्योगिकी का हस्तांतरण बिना किसी शुल्क के घरेलू उद्योगों को किया जाता है और वैज्ञानिक परामर्श सेवाएँ प्रदान की जाती हैं।
डीआरडीओ पेटेंट
डीआरडीओ पेटेंट के मुक्त उपयोग की नीति लागू की गई है।
टेक्नोलॉजी डेवलपमेंट फंड
इस योजना का उद्देश्य स्टार्ट-अप्स तथा एमएसएमई की भागीदारी बढ़ाना है। अब तक छब्बीस प्रौद्योगिकियों का विकास किया जा चुका है और दो प्रणालियों का पीएसएलवी मिशन में उपयोग हुआ है। सरकार ने इस योजना के लिए पांच सौ करोड़ रुपये अतिरिक्त स्वीकृत किए हैं।
नई स्टार्ट-अप नीति
स्टार्ट-अप्स के साथ संपर्क और नवाचार के समर्थन हेतु नई नीति लाई जा रही है।
डेयर टू ड्रीम
चार प्रतियोगिताएँ आयोजित की गई हैं जिनका लक्ष्य रक्षा और एयरोस्पेस के लिए नवाचार आधारित इकोसिस्टम बनाना है।
प्रयोगशाला परीक्षण सुविधाएँ
डीआरडीओ की विश्वस्तरीय परीक्षण सुविधाएँ रक्षा परीक्षण पोर्टल के माध्यम से उद्योगों के लिए उपलब्ध हैं।
रक्षा अनुसंधान एवं विकास बजट
बजट 2022-23 की घोषणा के अनुसार रक्षा अनुसंधान एवं विकास बजट का पच्चीस प्रतिशत हिस्सा उद्योग, शिक्षाविदों और स्टार्ट-अप्स के लिए खोला गया है।
बाह्य अनुसंधान और उत्कृष्टता केंद्र
महत्वपूर्ण रक्षा प्रौद्योगिकियों के विकास हेतु पंद्रह डीआईए-सीओई स्थापित हैं जो बयासी अनुसंधान क्षेत्रों में कार्य कर रहे हैं।
रक्षा उद्योग गलियारे
डीआरडीओ उत्तर प्रदेश और तमिलनाडु रक्षा औद्योगिक गलियारों में ज्ञान भागीदार के रूप में सहयोग दे रहा है।
आईडीईएक्स
वर्ष 2018 में आरंभ की गई इस पहल का उद्देश्य स्टार्ट-अप्स और एमएसएमई के माध्यम से रक्षा नवाचार को बढ़ावा देना है।
मेक प्रक्रिया
डीएपी 2020 अध्याय III के तहत सत्तर परियोजनाओं को स्वीकृति मिली है।
बजट प्रावधान
पिछले तीन वर्षों में 148 नए अनुसंधान एवं विकास प्रोजेक्ट स्वीकृत किए गए। वर्ष 2025-26 के लिए अनुमानित बजट 26,816.82 करोड़ रुपये है।

रकार टीडीएफ, डेयर टू ड्रीम, टीओटी, डीसीपीपी और आईडीईएक्स जैसी पहलों के माध्यम से रक्षा क्षेत्र में नवाचार, साझेदारी और आत्मनिर्भरता को आगे बढ़ा रही है।

Key Measures to Promote R&D in Defence Manufacturing
The Development cum Production Partner (DCPP) and Production Agency model has been implemented by DRDO, enabling both public and private industries to participate in production through competitive selection. Manufacturing technologies are transferred to selected partners to meet production needs.
Technology Transfer to Industries
DRDO has developed a production ecosystem of more than 2000 industries. Technology developed by DRDO is transferred free of Technology Transfer Fee to domestic industries, including DCPP, PA and DP. Technical consultancy is provided by DRDO scientists.
DRDO Patent Policy
A liberal open-domain access policy has been implemented for DRDO patents allowing their use by Indian industry.
Technology Development Fund
The Ministry of Defence implements the TDF scheme through DRDO to encourage participation of MSMEs and start-ups. Twenty-six technologies have already been successfully developed and two systems have been deployed in PSLV missions. Additional funding of 500 crore rupees has been approved with focus on deep-tech innovation.
New Start-up Policy
A new DRDO policy is being introduced to strengthen engagement with start-ups and harness their innovative solutions for defence applications.
Dare to Dream Programme
Four editions of the competition have been held to promote innovation and futuristic technology development in defence and aerospace. It supports start-ups and individual innovators.
Testing Infrastructure Support
World-class testing facilities of DRDO laboratories have been made available to industries through the Defence Testing Portal. Standard operating procedures have been formalized and facilities in 24 laboratories are listed on the portal.
Industrial Engagement
Industry Interface Groups have been formed in laboratories to facilitate industrial collaboration.
Opening of Defence R&D Budget
Twenty-five percent of the defence R&D budget has been opened for industry, academia and start-ups as per the Union Budget 2022-23 announcements.
External Research and DIA-COE
To strengthen research capabilities and defence technology knowledge, external research is promoted in academic institutions and research centres. A network of fifteen DRDO-Industry-Academia Centres of Excellence is functioning in eighty-two identified research areas.
Defence Industrial Corridors
DRDO is supporting Uttar Pradesh and Tamil Nadu Defence Industrial Corridors as knowledge partners to promote self-reliance and manufacturing growth.
Innovation for Defence Excellence (iDEX)
Launched in 2018, iDEX aims to encourage innovation in defence and aerospace by providing grants, funding support and incubation assistance to start-ups, MSMEs, innovators and R&D institutions.
Make Projects
Under DAP 2020 Chapter III, design, development and manufacturing are encouraged. Seventy projects have received Acceptance in Principle in the last three years.
Budget Allocation
DRDO has approved 148 new R&D projects in the past three years. The defence R&D financial allocation has increased with a budget estimate of 26,816.82 crore rupees for 2025-26.
