Inclusive Education and Skill Development for Persons with Disabilities (PwDs) / दिव्यांगजन हेतु समावेशी शिक्षा और कौशल विकास की पहल

Context:
On the second day of the International Purple Fest in Goa, three major initiatives were launched by Shri Rajesh Aggarwal, Secretary, DEPwD, to promote accessibility in listening, reading, and writing for persons with disabilities. These initiatives mark a significant step toward inclusive education and skill empowerment.
1.    IELTS Training Handbook for Persons with Disabilities

• Developed by: Believe in the Invisible (BITI) with support from DEPwD.
• Author: Anjali Vyas, British Council-certified IELTS Trainer.
• Purpose: To make IELTS (English language proficiency test) preparation inclusive and accessible for PwDs.

Key Features:

• Adapted strategies for persons with visual, hearing, locomotor, and other disabilities.
• Step-by-step instructions for all four IELTS modules: Listening, Reading, Writing, Speaking.
• ISL (Indian Sign Language) video links and accessible materials.
• Time management, grammar, and vocabulary support.
• Lesson plans and reasonable accommodation guidelines.

Significance: First-of-its-kind inclusive IELTS resource promoting equal opportunities in global education and employment.
2.    RPL Certification in ISL Interpretation (CISLI) for SODA/CODA

• Conducted by: Indian Sign Language Research and Training Centre (ISLRTC), New Delhi.
• Training Period: 11–29 August 2025.

Beneficiaries:

• SODA – Siblings of Deaf Adults
• CODA – Children of Deaf Adults

Outcome:

• 17 participants successfully completed the course.
• Certification Ceremony scheduled for 3rd December 2025 (International Day for Persons with Disabilities).

Objective: Recognition of Prior Learning (RPL) and professional certification in ISL interpretation.
3.    Specialized Basic Training in American and British Sign Languages

• Launched by: ISLRTC, New Delhi.
• Start Date: 3rd December 2025.
• Duration: 4 weeks (physical training).

Goal:

• To train Indian Sign Language professionals in ASL (American) and BSL (British).
• Strengthen grammar, syntax, and vocabulary skills.
• Expand international opportunities for Indian interpreters.

Significance: Strengthens cross-cultural communication and enhances India’s visibility in global deaf community forums.
Unified Vision:
To build an inclusive, accessible, and empowering environment for persons with disabilities to participate in education, skill training, and global communication.

गोवा में आयोजित अंतरराष्ट्रीय पर्पल फेस्ट के दूसरे दिन दिव्यांगजनों के लिए सुनने, पढ़ने और लिखने में सुलभता को बढ़ावा देने के उद्देश्य से तीन महत्वपूर्ण पहलें शुरू की गईं। इन पहलों का शुभारंभ श्री राजेश अग्रवाल, सचिव, DEPwD द्वारा किया गया।
1.    दिव्यांगजनों हेतु IELTS प्रशिक्षण पुस्तिका

• विकसित करने वाली संस्था: बिलीव इन द इनविजिबल (BITI)
• लेखक: अंजलि व्यास, ब्रिटिश काउंसिल प्रमाणित IELTS प्रशिक्षक।
• उद्देश्य: दिव्यांगजनों के लिए अंग्रेजी भाषा दक्षता परीक्षा (IELTS) को सुलभ बनाना।

2.    मुख्य विशेषताएँ:

• दृष्टिबाधित, श्रवणबाधित, गतिशीलता-बाधित और अन्य दिव्यांगों के लिए अनुकूलित रणनीतियाँ।
• IELTS के चार मॉड्यूल – Listening, Reading, Writing, Speaking के लिए चरणबद्ध निर्देश।
• भारतीय सांकेतिक भाषा (ISL) के वीडियो लिंक और सुलभ अध्ययन सामग्री।
• समय प्रबंधन, व्याकरण, और शब्दावली निर्माण पर मार्गदर्शन।

महत्त्व: यह पहली बार किसी वैश्विक भाषा परीक्षा की समावेशी अध्ययन सामग्री तैयार की गई है।
3.    ISL व्याख्या में RPL प्रमाणन (CISLI) – SODA/CODA के लिए

• संस्था: भारतीय सांकेतिक भाषा अनुसंधान एवं प्रशिक्षण केंद्र (ISLRTC), नई दिल्ली
• प्रशिक्षण अवधि: 11–29 अगस्त 2025
• लाभार्थी:
• SODA – बहरे व्यक्तियों के भाई-बहन
• CODA – बहरे व्यक्तियों के बच्चे

परिणाम:

• 17 प्रतिभागियों ने सफलतापूर्वक पाठ्यक्रम पूरा किया।
• प्रमाणपत्र वितरण समारोह 3 दिसंबर 2025 को आयोजित होगा।
• उद्देश्य: पूर्व सीखे कौशल की मान्यता (Recognition of Prior Learning) और व्यावसायिक प्रमाणन।

4.    अमेरिकी और ब्रिटिश सांकेतिक भाषा का विशेष प्रशिक्षण कार्यक्रम

• आयोजक: ISLRTC, नई दिल्ली
• आरंभ तिथि: 3 दिसंबर 2025
• अवधि: 4 सप्ताह

उद्देश्य:

• भारतीय सांकेतिक भाषा विशेषज्ञों को ASL और BSL में प्रशिक्षण देना।
• अंतरराष्ट्रीय स्तर पर व्यावसायिक अवसरों को बढ़ाना।
• भारतीय सांकेतिक भाषा पेशेवरों को वैश्विक मंचों पर जोड़ना।

साझा उद्देश्य:
दिव्यांगजनों के लिए समावेशी, सुलभ और सशक्त शिक्षा एवं कौशल विकास तंत्र स्थापित करना।
