मिशन का दूसरा चरण
फेज-II का मुख्य उद्देश्य जमीनी स्तर पर मिशन की मजबूत क्रियान्वयन प्रणाली विकसित करना है। इसमें जनभागीदारी को बढ़ावा देने के साथ-साथ तकनीकी नवाचारों के माध्यम से तालाबों की परिणाम-आधारित निगरानी सुनिश्चित की जाएगी। अब तक देशभर में 68,000 से अधिक अमृत सरोवरों का निर्माण हो चुका है, जिससे प्रारंभिक लक्ष्य को पार कर लिया गया है।
तकनीकी ढांचे को मजबूत करने पर जोर
कार्यशाला का मुख्य आकर्षण तालाबों के आयतन मापन पर विस्तृत तकनीकी प्रशिक्षण था, जो प्रत्येक अमृत सरोवर के प्रभाव का आकलन करने में बेहद महत्वपूर्ण है। आईआईटी दिल्ली के विशेषज्ञों ने सटीक और निरंतर मूल्यांकन के लिए डिजाइन किया गया नया ढांचा प्रस्तुत किया, जिसमें कई उन्नत तकनीकों का उपयोग शामिल है जैसे:

DGPS – डिफरेंशियल ग्लोबल पोज़िशनिंग सिस्टम

इसके बाद आईएआरआई परिसर के पूसा अमृत सरोवर में एक व्यावहारिक प्रशिक्षण अभ्यास किया गया, जिससे अधिकारियों को जमीनी स्तर पर मिशन के प्रभावी क्रियान्वयन के लिए आवश्यक कौशल मिला।
डिजिटल निगरानी और पारदर्शिता
बीआईएसएजी-एन द्वारा विकसित अमृत सरोवर पोर्टल और मोबाइल एप्लिकेशन का विस्तृत डिजिटल पूर्वाभ्यास कराया गया। ये उपकरण परिणाम-आधारित निगरानी, डेटा अपलोडिंग और पारदर्शिता सुनिश्चित करने में महत्वपूर्ण भूमिका निभाएंगे।
जीविका और वित्तीय अभिसरण मॉडल
राज्यों ने अमृत सरोवरों पर आधारित सफल आजीविका मॉडलों को साझा किया, जिनसे ग्रामीण आय बढ़ाने, जल संरक्षण को सुदृढ़ करने और सामाजिक-पर्यावरणीय संतुलन को बढ़ावा देने में मदद मिली है। साथ ही निर्माण और कायाकल्प से जुड़े वित्तीय अभिसरण मॉडल भी प्रस्तुत किए गए।
कार्यशाला ने जल न्याय, सामाजिक एकता और पारिस्थितिक संतुलन जैसे मूल सिद्धांतों पर प्रकाश डाला, जो इस मिशन के बदलते स्वरूप के केंद्र में हैं।
इस कार्यक्रम ने यह स्पष्ट किया कि सरकार अमृत सरोवरों की तकनीकी संरचना को और मजबूत करने तथा भारत में दीर्घकालिक, रेसिलियंट जल अवसंरचना के निर्माण के लिए पूर्ण रूप से प्रतिबद्ध है।

Focus of Phase II
The second phase of Mission Amrit Sarovar emphasizes grassroots-level implementation with strong community participation. It aims to integrate technological innovations to monitor ponds based on measurable outcomes. The mission has already surpassed its initial goals with the creation of over 68,000 Amrit Sarovars (ponds) across the country.
Strengthening Technical Foundation
A major highlight of the workshop was an intensive technical training session on volume measurement, which is crucial for evaluating the actual impact of each Amrit Sarovar. Experts from IIT Delhi introduced a new framework for consistent and accurate pond-volume assessment using advanced technologies such as:
SONAR – Sound Navigation and Ranging
DGPS – Differential Global Positioning System
Flagstaff method
Photogrammetry
LiDAR – Light Detection and Ranging
A practical training session was also conducted at the Pusa Amrit Sarovar pond inside the IARI complex, enabling officers to gain hands-on experience necessary for field-level implementation.
Digital Monitoring and Transparency
The workshop included a digital demonstration of the Amrit Sarovar Portal and Mobile Application developed by BISAG-N. These digital tools will support seamless and transparent monitoring through result-based data reporting and real-time field updates.
Livelihood and Convergence Models
States presented successful livelihood models built around Amrit Sarovars, demonstrating how these water bodies support rural incomes, climate resilience, and community development. Financial convergence models were also shared to guide the sustainable construction, rejuvenation, and long-term maintenance of Amrit Sarovars.
The discussions emphasized water justice, social harmony, and ecological balance—values central to the mission’s transformational approach.
The workshop reaffirmed the government’s commitment to strengthening the technical design and long-term viability of Amrit Sarovars as key components of India’s resilient water infrastructure.
