North Eastern Region District Sustainable Development Goals (SDG) Index (2023-24)

Introduction
Released By: NITI Aayog, in collaboration with the Ministry of Development of North Eastern Region (MDoNER) and with technical support from the UNDP.
Objective: This second edition of the index measures the progress of districts in the eight northeastern states towards achieving the Sustainable Development Goals (SDGs). It serves as a crucial tool for regional monitoring and decision-making.
Basis: The index is based on NITI Aayog's SDG India Index methodology.
Key Findings and Performance
Overall Performance: A notable 85% of districts have improved their overall scores, indicating positive momentum in regional development.
Best-Performing District: Hanahthial in Mizoram emerged as the best-performing district in the North Eastern Region with a score of 81.43.
Top-Performing States: All districts in Mizoram, Sikkim, and Tripura have achieved 'Front Runner' status (score between 65-99).
Top 10 Districts: The top 10 list includes three districts from Nagaland (Mokokchung, Tuensang, Peren), with the rest being from Mizoram and Tripura.
Most Consistent Performance: Sikkim showed the lowest variation among its districts (a range of just 5.5 points), indicating that development is progressing at a similar pace across all its districts.
Assam's Performance: All districts in Assam have shown improvement in indicators related to 'Zero Hunger,' 'Quality Education,' 'Clean Water and Sanitation,' and 'Decent Work and Economic Growth.'
Health Improvement: A total of 93 districts recorded an increase in their 'Good Health and Well-being' scores.
Index Categories
Districts are classified into four categories based on their scores:
Achiever: Score 100
Front Runner: Score 65-99
Performer: Score 50-65
Aspirant: Score below 50
Future Direction
The index acts as a key policy tool for evidence-based planning, resource allocation, and monitoring of developmental efforts. It provides detailed district-level analysis and recommendations to accelerate progress toward achieving the 2030 SDGs, ensuring no district is left behind in the region's development journey.

जारीकर्ता: नीति आयोग ने पूर्वोत्तर क्षेत्र विकास मंत्रालय (MDoNER) और यूएनडीपी (UNDP) के तकनीकी सहयोग से इस सूचकांक का दूसरा संस्करण जारी किया है।
उद्देश्य: यह सूचकांक पूर्वोत्तर के आठ राज्यों के जिलों में सतत विकास लक्ष्यों (SDGs) की प्रगति को मापता है। यह क्षेत्रीय स्तर पर निगरानी और निर्णय लेने में सहायता के लिए एक महत्वपूर्ण उपकरण है।
आधार: यह सूचकांक नीति आयोग की एसडीजी इंडिया इंडेक्स पद्धति पर आधारित है।
प्रमुख निष्कर्ष और प्रदर्शन
समग्र प्रदर्शन: 85% जिलों ने अपने समग्र स्कोर में सुधार दर्ज किया है, जो क्षेत्रीय विकास में सकारात्मक गति को दर्शाता है।
सर्वश्रेष्ठ प्रदर्शन करने वाला जिला: मिजोरम का हनाहथियाल 81.43 के स्कोर के साथ पूर्वोत्तर क्षेत्र में सर्वश्रेष्ठ प्रदर्शन करने वाला जिला बन गया है।
शीर्ष प्रदर्शन करने वाले राज्य: मिजोरम, सिक्किम और त्रिपुरा के सभी जिलों ने 'फ्रंट रनर' का दर्जा हासिल किया है (स्कोर 65-99)।
शीर्ष 10 जिले: शीर्ष 10 जिलों में नागालैंड के तीन जिले (मोकोकचुंग, त्युएनसांग, पेरेन) शामिल हैं, जबकि शेष मिजोरम और त्रिपुरा के हैं।
सबसे सुसंगत प्रदर्शन: सिक्किम ने अपने जिलों के बीच सबसे कम भिन्नता (केवल 5.5 अंक का अंतर) के साथ सबसे सुसंगत प्रदर्शन किया, जो दर्शाता है कि सभी जिलों में विकास समान गति से हो रहा है।
असम का प्रदर्शन: असम के सभी जिलों ने भूखमरी से मुक्ति, गुणवत्तापूर्ण शिक्षा, स्वच्छ जल और स्वच्छता, तथा अच्छे कार्य और आर्थिक विकास जैसे संकेतकों में सुधार दिखाया है।
स्वास्थ्य में सुधार: कुल 93 जिलों ने 'अच्छे स्वास्थ्य और कल्याण' के स्कोर में वृद्धि दर्ज की।
सूचकांक की श्रेणियाँ
जिलों को उनके स्कोर के आधार पर चार श्रेणियों में बांटा गया है:
अचीवर: स्कोर 100
फ्रंट रनर: स्कोर 65-99
परफ़ॉर्मर: स्कोर 50-65
आकांक्षी: स्कोर 50 से कम
भविष्य की दिशा
यह सूचकांक साक्ष्य-आधारित योजना, संसाधन आवंटन और विकासात्मक प्रयासों की निगरानी के लिए एक महत्वपूर्ण नीतिगत उपकरण के रूप में कार्य करता है। यह 2030 तक SDGs को प्राप्त करने के लक्ष्य को सुनिश्चित करने के लिए जिला-स्तरीय विश्लेषण और सिफारिशें प्रदान करता है ताकि कोई भी जिला पीछे न छूटे।
