Blue Economy and Greening of Fisheries Infrastructure 🐟

The Indian government is implementing several schemes to promote the Blue Economy and ensure the sustainable development of the fisheries sector. The primary goal is to modernize fisheries, ensure the welfare of fishers, and use marine resources responsibly.
Pradhan Mantri Matsya Sampada Yojana (PMMSY)
Objective: To bring about a Blue Revolution through the sustainable and responsible development of the fisheries sector.
Duration and Investment: The scheme is being implemented for a period of 5 years, from 2020-21 to 2024-25, with an investment of ₹20,050 crore.
Smart and Green Fishing Harbors: Under PMMSY, fishing harbor infrastructure is being developed with smart and green components, based on the FAO (Food and Agriculture Organization) initiatives of Eco-Fishing Ports and Blue Ports.
Sanctioned Projects: The PMMSY has sanctioned three smart and integrated fishing harbors (at Vanakbara, Karaikal, and Jakhau) and the modernization of several others.
Key Initiatives and Collaborations
Blue Ports Initiative: In March 2025, the Department of Fisheries signed a Technical Cooperation Program (TCP) agreement with the United Nations' FAO to strengthen Blue Ports initiatives in India.
Eco-Fishing Port Workshop: In May 2025, the Department of Fisheries, in collaboration with the French Development Agency (AFD), organized a workshop on the concept of Eco-Fishing Ports.
Pradhan Mantri Matsya Kisan Samridhi Sah Yojana (PM-MKSSY): This is a sub-scheme of PMMSY with an investment of ₹6,000 crore to provide support to micro and small enterprises in the fisheries sector. It includes a loan of ₹1,500 crore from the World Bank and AFD.

भारत में नीली अर्थव्यवस्था (Blue Economy) को बढ़ावा देने और मत्स्य पालन क्षेत्र के सतत विकास के लिए केंद्र सरकार कई योजनाएं चला रही है। इसका मुख्य उद्देश्य मत्स्य पालन को आधुनिक बनाना, मछुआरों के कल्याण को सुनिश्चित करना और समुद्री संसाधनों का जिम्मेदारी से उपयोग करना है।
प्रधान मंत्री मत्स्य संपदा योजना (PMMSY)
उद्देश्य: मत्स्य पालन क्षेत्र का स्थायी और जिम्मेदार विकास करना।
अवधि और निवेश: यह योजना 2020-21 से 2024-25 तक 5 वर्षों के लिए ₹20,050 करोड़ के निवेश से चल रही है।
स्मार्ट और ग्रीन फिशिंग हार्बर: PMMSY के तहत, FAO (खाद्य एवं कृषि संगठन) के इको-फिशिंग पोर्ट्स और ब्लू पोर्ट इनिशिएटिव के आधार पर स्मार्ट और ग्रीन घटकों के साथ फिशिंग हार्बर का विकास किया जा रहा है।

ब्लू पोर्ट्स पहल: भारत सरकार ने मार्च 2025 में संयुक्त राष्ट्र के खाद्य एवं कृषि संगठन (FAO) के साथ ब्लू पोर्ट्स पहल को मजबूत करने के लिए एक तकनीकी सहयोग कार्यक्रम (TCP) पर हस्ताक्षर किए।
इको-फिशिंग पोर्ट कार्यशाला: मई 2025 में, मत्स्यपालन विभाग ने फ्रांसीसी डेवलपमेंट एजेंसी (AFD) के सहयोग से इको-फिशिंग पोर्ट की अवधारणा पर एक कार्यशाला आयोजित की।
प्रधानमंत्री मत्स्य किसान समृद्धि सह योजना (PM-MKSSY): यह PMMSY की एक उप-योजना है, जिसका उद्देश्य ₹6,000 करोड़ के निवेश से मत्स्य पालन क्षेत्र में सूक्ष्म और लघु उद्यमों को सहायता प्रदान करना है। इसमें विश्व बैंक और AFD से ₹1,500 करोड़ का ऋण भी शामिल है।
