Infiltration, Demographic Change, and Democracy

Key Points:
1.    Citizenship Amendment Act (CAA):
CAA was introduced to grant citizenship, not to take it away. It fulfills the promise made to Hindu, Sikh, Christian, and Buddhist refugees from Pakistan, Afghanistan, and Bangladesh who faced religious persecution.
2.    Difference between Refugees and Infiltrators:
Refugees are victims of persecution; infiltrators enter illegally for economic or other motives. “India is a nation, not a dharmashala (rest house),” Shah stated.
3.    Demographic Changes:
From 1951 to 2011, Hindu population declined from 84% to 79%, while Muslim population rose from 9.8% to 14.2%. 
•    In Pakistan, Hindu population dropped from 13% to 1.73%.
•    In Bangladesh, from 22% to 7.9%.
•    In Afghanistan, from 2.2 lakh Hindus/Sikhs to just 150 individuals.
4.    3D Policy:
Detect, Delete, and Deport — a strategy to identify and remove illegal infiltrators.

1.    CAA (नागरिकता संशोधन अधिनियम) का उद्देश्य:
यह कानून नागरिकता छीनने के लिए नहीं, बल्कि हिंदू, सिख, ईसाई और बौद्ध शरणार्थियों को नागरिकता देने के लिए बनाया गया है। 
2.    शरणार्थी बनाम घुसपैठिए:
•    शरणार्थी वे हैं जो धार्मिक उत्पीड़न के कारण भारत आए हैं।
•    घुसपैठिए वे हैं जो आर्थिक या अन्य कारणों से अवैध रूप से देश में प्रवेश करते हैं।
3.    धार्मिक जनसंख्या में बदलाव:
•    1951 में हिंदू आबादी 84% थी, जो 2011 में घटकर 79% रह गई।
•    मुस्लिम आबादी 9.8% से बढ़कर 14.2% हो गई।
•    शाह के अनुसार यह परिवर्तन प्रजनन दर के कारण नहीं बल्कि घुसपैठ के कारण हुआ।
•    पाकिस्तान में हिंदुओं की आबादी 13% से घटकर 1.73% रह गई।
•    बांग्लादेश में हिंदुओं की आबादी 22% से घटकर 7.9% हो गई।
4.    3D नीति:
 Detect (पहचानना), Delete (हटाना), Deport (वापस भेजना) — घुसपैठ को रोकने के लिए बनाई गई है।
