नेशनल रिसर्च फाउंडेशन (एनआरएफ) अनुसंधान गतिविधियों को राष्ट्रीय रणनीतिक मिशनों के साथ संरचित कार्यक्रमों के माध्यम से संरेखित करता है। यह विज्ञान एवं प्रौद्योगिकी के अनुशासनिक और अंतःअनुशासनिक क्षेत्रों में प्रतिस्पर्धी वित्तपोषण को बढ़ावा देता है, राज्य विश्वविद्यालयों की R&D क्षमताओं को राष्ट्रीय प्राथमिकताओं से जोड़ता है और अनुसंधान में निजी क्षेत्र की भागीदारी को मजबूत करता है। क्षमता निर्माण हेतु फेलोशिप, सेमिनार और कार्यशाला कार्यक्रमों का समर्थन भी किया जाता है। उच्च-प्रभाव वाले क्षेत्रों में उन्नति के लिए मिशन (MAHA) इस संरेखण का प्रमुख तंत्र है, जिसके अंतर्गत इलेक्ट्रिक वाहन गतिशीलता, 2D सामग्रियाँ, मेडटेक और विज्ञान-इंजीनियरिंग के लिए AI पर केंद्रित प्राथमिकता मिशन लागू हैं।
आरडीआई योजना का संचालन विज्ञान एवं प्रौद्योगिकी विभाग (DST) द्वारा दो-स्तरीय वित्तपोषण तंत्र के माध्यम से किया जा रहा है, जिसमें NRF के तहत विशेष प्रयोजन निधि (SPF) और एक स्वतंत्र व्यवसाय इकाई शामिल है। प्रथम स्तर पर एसपीएफ कोष का संरक्षक है, जबकि द्वितीय स्तर पर वैकल्पिक निवेश निधियाँ, विकास वित्त संस्थान, एनबीएफसी, टीडीबी, बीआईआरएसी और IIT रिसर्च पार्क जैसे SLFM कार्यान्वयन करते हैं। वित्तीय सहायता कम ब्याज दर पर दीर्घकालिक अनसिक्योर्ड लोन, स्टार्टअप्स को इक्विटी समर्थन और डीप-टेक फंड-ऑफ-फंड्स के रूप में प्रदान की जाती है। कार्यान्वयन दिशानिर्देश NRF कार्यकारी परिषद द्वारा वित्त मंत्रालय की सहमति से अनुमोदित हैं।
शैक्षणिक अनुसंधान और बाजार-उपयुक्त उत्पादों के बीच अंतर को कम करने हेतु टेक्नोलॉजी रेडीनेस लेवल (TRL) आधारित समर्थन अपनाया गया है। TRL-4 तक अनुसंधान NRF द्वारा समर्थित होगा जबकि TRL-4 से ऊपर प्रोटोटाइप, पायलट और स्केल-अप गतिविधियों को RDI फंड का समर्थन मिलेगा।
किसी भी मंत्रालय द्वारा प्रस्ताव DST को भेजा जाता है, जो जांच के बाद NRF कार्यकारी परिषद को भेजा जाता है और फिर निर्णय हेतु EGoS को भेजा जाता है, जिससे समन्वित RDI-आधारित ढाँचा मजबूत होता है।
The National Research Foundation (NRF) aligns research activities with national strategic missions through structured programmes supporting priority-driven, mission-oriented research. NRF promotes competitive funding across disciplinary and interdisciplinary fields, integrates R&D capability of state universities with national priorities and enhances private-sector participation in research. It supports limited fellowships, seminars and workshops for research capacity building. A major alignment mechanism is the Mission for Advancement of High-Impact Areas (MAHA), which focuses on solution-oriented research through multi-institutional, multidisciplinary and multi-investigator collaborations. Under MAHA, priority missions have been identified and launched in Electric Vehicle (EV) mobility, 2D materials, MedTech, and AI for science and engineering.
The RDI scheme, led by Department of Science & Technology (DST), is operationalized under NRF through a two-tier financing mechanism implemented via a Special Purpose Fund (SPF) and independent business unit. At the first level, SPF acts as custodian of the fund inside NRF; at the second level, implementation is undertaken by Second-Level Fund Managers (SLFMs) including Alternative Investment Funds (AIFs), Development Finance Institutions (DFIs), NBFCs, and targeted research organizations such as TDB, BIRAC & IIT Research Parks. Financial support is provided through long-term unsecured loans at low interest rates, equity support for startups where appropriate, and contributions to deep-tech Fund-of-Funds structures. Implementation guidelines and SLFM selection procedures were approved by NRF Executive Council with concurrence of Ministry of Finance.
A key mechanism to bridge the gap between academic research and market-ready products is Technology Readiness Levels (TRL)-based structured support. NRF supports research from basic stage to TRL-4, while RDI Fund supports prototype development, pilot demonstrations and scale-up from TRL-4 onwards—enabling smooth transition from lab research to deployable commercial technologies.
Any ministry seeking to include a sector under the RDI scheme may submit proposals to DST. These are evaluated by NRF Executive Council and recommended proposals are referred to the Empowered Group of Secretaries (EGoS) for final decision. This mechanism ensures coordination and integration of multiple ministries within a structured RDI-oriented funding ecosystem.
