NITI Aayog Unveils Groundbreaking Roadmap on Artificial Intelligence for Inclusive Social Development

While global discussions on AI have largely focused on office-based administrative or management jobs and the formal economy, this historic study, developed in partnership with Deloitte, shifts the focus to the informal sector. The informal sector contributes nearly half of India’s GDP but remains outside the formal systems of protection, opportunities, and productivity.
The report emphasizes that AI will not bring automatic change to the informal sector. Alone, technology cannot break systemic barriers. Without deliberate human intervention, targeted investment, and an enabling ecosystem, AI’s potential may remain out of reach for those who need it most. To address this, NITI Aayog has proposed the Digital Labor Setu Mission, a national mission that aims to create a roadmap and ecosystem to make AI accessible, affordable, and effective for every worker.
This mission will use AI, blockchain, immersive learning, and other leading technologies to dismantle structural barriers—ranging from financial insecurity and limited market access to lack of skills and social security—and empower informal workers with tools and platforms that enhance their skills, increase productivity, and ensure dignity at work. The proposed mission underscores that achieving inclusivity requires human intent, coordinated action, and collaboration among the government, industry, academia, and civil society. Only then can AI become a true enabler, bringing millions of marginalized people into the mainstream of India's development journey and making the vision of Developed India 2047 a reality.
Roadmap Highlights: The Cost of Delay
The roadmap stresses the heavy cost of inaction: at the current pace, the average annual income of informal workers will stagnate at $6,000 by 2047, far below the $14,500 target needed for India to attain high-income status. Immediate, coordinated action is essential to avoid leaving millions behind and weakening India’s growth trajectory.
