विश्व का सबसे बड़ा शहरी स्वच्छता सर्वेक्षण, स्वच्छ सर्वेक्षण (एसएस), एक दशक पूरा कर चुका है। एसएस केवल एक वार्षिक सर्वेक्षण नहीं बल्कि एक शक्तिशाली प्रबंधन उपकरण है। कचरा मुक्त शहर बनाने के उद्देश्य से यह परिवर्तन को गति दे रहा है।
शहरों के बीच एक स्वस्थ प्रतिस्पर्धा को बढ़ावा देते हुए, स्वच्छ सर्वेक्षण ने स्वच्छता के लिए मैट्रिक्स को परिभाषित किया है। इसने मूल्यांकन मापदंडों की बेंचमार्किंग, स्वच्छ शहर के लिए रोडमैप बनाने, स्वच्छ शहर बनने के लिए कदम और घटकों और अंततः जमीनी स्तर पर दिखाई देने वाली स्वच्छता के माध्यम से स्वच्छ शहरों को सक्षम बनाने में मदद की है। पिछले 10 वर्षों में, स्वच्छ सर्वेक्षण सहयोग और सामूहिक जिम्मेदारी के एक उल्लेखनीय उदाहरण रहा है, जो स्वच्छता को जीवन शैली बनाने के लिए राष्ट्र की प्रतिबद्धता को दर्शाता है - वास्तव में स्वभाव स्वच्छता संस्कार स्वच्छता को  प्रतिबिंबित करता है। 2016 में 73 शहरी स्थानीय निकायों (यूएलबी) से लेकर 2024 में 4900 यूबीएल का आकलन करने तक, स्वच्छ सर्वेक्षण शहरों को स्वच्छता मानकों को बढ़ाने और अपने नागरिकों को गुणवत्तापूर्ण सेवाएं प्रदान करने के लिए प्रेरित कर रहा है।

पिछले कुछ वर्षों में, स्वच्छ सर्वेक्षण में नागरिकों की राय एक सशक्त मूल्यांकन उपकरण बन गई है। स्वच्छ सर्वेक्षण ने स्वच्छता के प्रति नागरिकों की धारणा और सहभागिता, विशेष रूप से दृश्य स्वच्छता के प्रति उनकी भागीदारी को लगातार दर्शाया है। इसे और अधिक बल देने के लिए, 2025-26 के टूलकिट को इस प्रकार डिज़ाइन किया गया है कि नागरिकों की राय को अधिक शक्ति और महत्व मिले।
इस वर्ष से, नागरिक वोट फॉर माय सिटी ऐप और पोर्टल, मायगव ऐप, स्वच्छता ऐप और क्यूआर कोड सहित कई प्लेटफार्मों के माध्यम से पूरे वर्ष अपनी प्रतिक्रिया दे सकेंगे। नागरिक सत्यापन का महत्व काफी बढ़ा दिया गया है।
स्वच्छ सर्वेक्षण अपने शहरी स्वच्छता ढांचे के अंतर्गत गंगा-बहुल शहरों का आकलन करता है। अब इसका दायरा बढ़ाते हुए, देश भर के नदी-बहुल शहरों को भी इसमें शामिल किया जाएगा। तटीय क्षेत्रों को स्वच्छ सर्वेक्षण के दायरे में लाने के लिए एक अलग मैट्रिक्स तैयार किया गया है ।
आवासन और शहरी कार्य मंत्रालय ने सितंबर, 2025 में एसबीएम-यू– स्वच्छ शहर जोड़ी (एसएसजे) के तहत शहरी अपशिष्ट प्रबंधन मेंटरशिप प्रोग्राम में सबसे बड़ा समयबद्ध और संरचित मेंटरशिप फ्रेमवर्क लॉन्च किया। 72 मेंटर और 200 मेंटी शहरों ने ज्ञान हस्तांतरण, सहकर्मी सीखने और सर्वोत्तम प्रथाओं की प्रतिकृति को बढ़ावा देने के लिए समझौता ज्ञापनों पर हस्ताक्षर किए। मेंटरशिप और पीयर लर्निंग को मजबूत करने के लिए, प्रत्येक जनसंख्या श्रेणी में मान्यता के साथ, जोड़ियों के औसत स्कोर के आधार पर स्वच्छ शहर जोड़ियों को मान्यता देने के लिए एक नई पुरस्कार श्रेणी शुरू की गई है।

(The world's largest urban sanitation survey, Swachh Survekshan (SS), has completed a decade. SS is not just an annual survey but a powerful management tool. It is driving transformation with the objective of creating garbage-free cities.
By fostering healthy competition among cities, Swachh Survekshan has defined the metrics for sanitation. It has helped in benchmarking evaluation parameters, creating roadmaps for clean cities, outlining the steps and components to become a clean city, and ultimately enabling clean cities through visible sanitation at the ground level. Over the past 10 years, Swachh Survekshan has been a remarkable example of collaboration and collective responsibility, reflecting the nation's commitment to making sanitation a way of life – truly embodying the ethos of cleanliness as a habit and a cultural value. From assessing 73 Urban Local Bodies (ULBs) in 2016 to evaluating 4900 ULBs in 2024, Swachh Survekshan is motivating cities to raise sanitation standards and provide quality services to their citizens.

Over the past few years, citizen feedback has become a powerful evaluation tool in Swachh Survekshan (Cleanliness Survey). Swachh Survekshan has consistently reflected citizens' perceptions of and participation in sanitation, particularly their involvement in visible cleanliness. To further strengthen this, the 2025-26 toolkit has been designed to give greater power and importance to citizen feedback.
From this year onwards, citizens will be able to provide their feedback throughout the year through multiple platforms, including the Vote for My City app and portal, MyGov app, Swachhata app, and QR codes. The importance of citizen verification has been significantly enhanced.
Swachh Survekshan assesses Ganga-basin cities under its urban sanitation framework. Expanding its scope, it will now include riverine cities across the country. A separate matrix has been developed to bring coastal areas under the purview of Swachh Survekshan.
The Ministry of Housing and Urban Affairs launched the largest time-bound and structured mentorship framework under the SBM-U – Swachh Shahar Jodi (SSJ) Urban Waste Management Mentorship Program in September 2025. 72 mentor and 200 mentee cities signed Memoranda of Understanding to promote knowledge transfer, peer learning, and replication of best practices. To strengthen mentorship and peer learning, a new award category has been introduced to recognize Swachh Shahar Jodis based on the average score of the pairs, with recognition in each population category.
