The Cooperative Dairy Sector: Fostering Sustainability and Circular Economy

In 2023-24, the country produced 239.3 million metric tons (MMT) of milk, accounting for 25% of global production. The organized sector handles only 32% of the marketable surplus, with the cooperative sector contributing 56% of that share.
Challenges and "White Revolution 2.0"
The unorganized sector, which manages the majority of the surplus, faces challenges like milk adulteration, farmer exploitation, and a lack of value addition. To address these issues and strengthen the cooperative dairy ecosystem, the Ministry of Cooperation has launched White Revolution 2.0.
This cooperative-led initiative, formally launched on December 25, 2024, aims to:
Expand cooperative coverage: By forming 75,000 new dairy cooperative societies and strengthening 46,422 existing ones.
Integrate sustainability and circularity: By establishing three new Multi-State Cooperative Societies (MSCS) to manage specific activities.
Key Strategies for a Sustainable Dairy Sector
The three new MSCS will focus on:
Input supply: Providing technical inputs like animal feed and mineral mixtures.
Circular Economy: Promoting organic farming and sustainable waste utilization by converting cow dung and agricultural waste into organic fertilizers and biogas. This meets the growing demand for eco-friendly soil inputs and contributes to national sustainability goals.
Waste management: Managing the hide, bones, and horns of deceased animals.
Implementation and Goals
The initiative aims to increase the daily milk procurement by dairy cooperatives to 1007 lakh kg per day by the end of 2028-29. To ensure effective implementation, the Ministry of Cooperation, in coordination with the Department of Animal Husbandry & Dairying (DAHD) and the National Dairy Development Board (NDDB), has established roles, targets, and timelines for all stakeholders. This will be executed under a 'Whole of Government Approach'.
A strategic collaboration between NDDB and NABARD will provide green financing and strengthen value chains to foster an inclusive, sustainable, and climate-friendly dairy sector. The White Revolution 2.0 initiative will be implemented over a five-year period, from 2024-25 to 2028-29.

सहकारी कवरेज का विस्तार करना: 75,000 नई डेयरी सहकारी समितियों का गठन करके और 46,422 मौजूदा समितियों को सुदृढ़ करके।
स्थिरता और चक्रीयता को एकीकृत करना: तीन नई बहु-राज्य सहकारी समितियों (एमएससीएस) की स्थापना करके विशिष्ट गतिविधियों का प्रबंधन करना।
एक सतत डेयरी क्षेत्र के लिए प्रमुख रणनीतियाँ
तीन नई एमएससीएस इन पर ध्यान केंद्रित करेंगी:
इनपुट आपूर्ति: पशु आहार और खनिज मिश्रण जैसे तकनीकी इनपुट प्रदान करना।
वृत्ताकार अर्थव्यवस्था: गाय के गोबर और कृषि अपशिष्ट को जैविक उर्वरकों और बायोगैस में परिवर्तित करके प्राकृतिक खेती और सतत अपशिष्ट उपयोग को बढ़ावा देना। यह पर्यावरण-अनुकूल मृदा इनपुट की बढ़ती मांग को पूरा करता है और राष्ट्रीय स्थिरता लक्ष्यों में योगदान देता है।
अपशिष्ट प्रबंधन: मृत पशुओं की खाल, हड्डियों और सींगों का प्रबंधन करना।
कार्यान्वयन और लक्ष्य
इस पहल का लक्ष्य 2028-29 के अंत तक डेयरी सहकारी समितियों द्वारा प्रतिदिन 1007 लाख किलोग्राम दूध की खरीद बढ़ाना है। प्रभावी कार्यान्वयन सुनिश्चित करने के लिए, सहकारिता मंत्रालय ने हितधारकों के लिए भूमिकाएं, लक्ष्य और समय-सीमाएं निर्धारित की हैं। इसे 'संपूर्ण सरकारी दृष्टिकोण' के तहत निष्पादित किया जाएगा।
एनडीडीबी और नाबार्ड के बीच एक रणनीतिक सहयोग का उद्देश्य एक समावेशी, टिकाऊ और जलवायु-अनुकूल डेयरी क्षेत्र को बढ़ावा देने के लिए तकनीकी विशेषज्ञता को वित्तीय क्षमता के साथ जोड़ना है। श्वेत क्रांति 2.0 पहल को 2024-25 से 2028-29 तक पांच वर्षों के लिए लागू किया जाएगा।
